Certified External Water Samplers Directory (For self-paying CCC only, reimbursement is not available)

(For child care centers not receiving sampling services through the assistance program — REIMBURSEMENT IS NOT AVAILABLE FOR SAMPLING COST INCURRED BY A CHILD CARE CENTER. CRWA will contact you directly if you have been extended an offer for sampling services.)

OWP has received additional funding to meet projected sampling needs through June 2027. CCCs can apply for services at https://ab2370assistance.owp.csus.edu OWP can also provide retesting (corrective action testing) and recurring (5-year sampling) as needed.

This list of self-certified samplers have not been verified by OWP or the State.

It is the responsibility of the providers to find a sampler that meets one of the qualifications contained within the PIN (page 8) of PIN 21-21-CCP - Release of the Written Directives for Lead Testing of Water in Licensed Child Care Centers Per AB 2370, which are:

  1. A California Department of Public Health (CDPH) Certified Lead Inspector/Assessor.
  2. A CDPH Lead Sampling Technician.
  3. A Certified Treatment or Water Distribution Operator - lists are updated monthly on the California State Water Resources Control Board website.
  4. An employee of an engineering firm, under the oversight of a California licensed Professional Engineer in Civil Engineering with at least one year of experience conducting water sampling.

You may also try calling an ELAP accredited lab to obtain a referral to a certified water operator or Certified External Water Sampler within your community as some of their staff also conduct sampling.

Only Certified External Water Samplers who have completed an External Water Sampler Self-Certification form (LIC 9275), including viewing and understanding of the sampler video may be used to conduct the CCC water collection.

Additionally, samplers selected will need to ensure providers that they use a lab with current California Environmental Laboratory Accreditation Program (ELAP) accreditation.

If you are an eligible water sampler (as specified in the Written Directives) and you would like to share your contact information on this list for child care centers in need of water sampling for required lead testing, please email cccwatertesting@dss.ca.gov, and provide: name of organization, contact name, title, phone, email, and counties that can be serviced.
